If you have an existing résumé then email it through and I will quote you directly. Normally the cost is between $170 and $200 plus GST - these prices respectively include a half hour or full hour consultation, the complete preparation of the résumé and a copy forwarded via email.

Additional consultations where required for more complex applications, will incur additional costs - these costs will be fully quoted at initial consultation. 

A one page application letter is $60 plus GST and response to Key Selection Criteria is costed at consultation, due to the amount of variance involved.

US-Chinese military talks resume on safety in the air and at sea after a nearly 2-year break

WASHINGTON (AP) — For the first time in nearly two years, U.S. and Chinese defense officials met this week to discuss unsafe and aggressive ship and aircraft incidents between the two militaries in the Pacific region, restarting a dialogue that Beijing abruptly ended in a dispute involving Taiwan.

The meeting, which was Wednesday and Thursday in Hawaii, came as Washington and Beijing work to expand communications between the two world powers and ease escalating tensions. Military-to-military contact had stalled in August 2022, when Beijing suspended all such communication after then-House Speaker Nancy Pelosi’s visit to Taiwan, the self-governing island China claims as its own.

The thaw in relations between the two countries got a kick-start last November when U.S. President Joe Biden and China’s President Xi Jinping met on the sidelines of the Asia-Pacific Economic Cooperation summit in San Francisco. About a month later, Gen. CQ Brown, chairman of the Joint Chiefs of Staff, spoke with his Chinese counterpart in a video call — in the first senior military-to-military contact since the Pelosi visit.

Other top-level talks have continued, including a call earlier this week between Biden and Xi, and a visit to China by Treasury Secretary Janet Yellen that began on Thursday.

The resurgence of senior military leader discussions includes the relaunch of routine engagements, including the China-U.S. Military Maritime Consultative Agreement meeting, which was this week in Hawaii, and the bilateral Defense Policy Coordination Talks, which were held earlier this year.

The maritime meeting is focused on unsafe and unprofessional incidents involving the U.S. and Chinese militaries while the coordination talks focus on broader policy issues. This week’s meeting included personnel from Indo-Pacific Command, U.S. Pacific Fleet, U.S. Pacific Air Forces and the People’s Liberation Army. This is the first time since 2019 that the meeting was held in person; there was a virtual meeting in 2021, during the COVID-19 pandemic.

According to officials, this week’s meeting included about 18 senior military and civilian officials from each side. The U.S. and China delegations each brought up several specific incidents over the past several years that they believe raised operational safety concerns, and the group discussed them.

“Open, direct, and clear communications with the PLA – and with all other military forces in the region – is of utmost importance to avoid accidents and miscommunication.,” said the head of the U.S. delegation, Army Col. Ian Francis in a statement.

Francis, who is the director for Northeast Asia policy at U.S. Indo-Pacific Command, said the U.S. is encouraged that the People’s Liberation Army is honoring its commitments to the maritime agreement.

Two U.S. officials said that they’ve seen a reduction in the number of unsafe incidents by Chinese military aircraft and ships over the past several months. They said the meeting was a way to make sure that the trend continues and that overall safety is increased in the region for troops who operate there. The officials spoke on condition of anonymity because the meetings are private.

The U.S. has consistently viewed military communications with China as critical to avoiding any missteps between their armed forces and to maintaining a peaceful Indo-Pacific.

Pelosi became the highest-ranking American lawmaker to visit Taiwan since 1997, when then-Speaker Newt Gingrich traveled there. Her visit sparked a surge in military maneuvers by China. Beijing dispatched warships and aircraft across the median line in the Taiwan Strait, claiming the de facto boundary did not exist, fired missiles over Taiwan itself, and challenged established norms by firing missiles into Japan’s exclusive economic zone.

During the following two years, U.S. military officials repeatedly objected to a range of unsafe intercepts by Chinese aircraft in the Pacific and other dangerous incidents.

Last October, the Pentagon released footage of some of the more than 180 intercepts of U.S. warplanes by Chinese aircraft in the previous two years. And military officials said the number was more than the total amount over the previous decade — a trend they called concerning. In one instance last year, a Chinese pilot flew within 10 feet (3 meters) of a U.S. Air Force B-52, which was conducting routine operations over the South China Sea in international airspace.

China’s defense ministry, meanwhile, has criticized the U.S. for what it calls interference in both Taiwan and the South China Sea, charging that American arms sales to Taiwan are making the situation more dangerous.

Naples awaits state and county funding to help pay for $86M stormwater management system

The construction of a new coastal stormwater management system could restart this summer in Naples.

In a brief update to council on Wednesday, city manager Jay Boodheshwar shared the news, noting the start date would be heavily dependent on the financing .

In hopes of bringing down its costs, the city has asked for a county grant, and more state dollars to finish construction. That money could reduce the price by $35 million, putting the city in a "great place" to get the rest of the critical system built, with less financing required, Boodheshwar said.

Previously, the city received $15 million from the state to help fund the project. It could get another $25 million, which is included in the state's proposed budget for next year.

Governor must approve appropriation

While approved by the Legislature, the overall state budget – and the local appropriation – still needs a thumbs up from Gov. Ron DeSantis.

DeSantis has yet to receive the budget, but he's anticipated to make trims, before signing it. Once the budget hits his desk, he has 15 days to take action on it.

At the latest, the city will know the fate of its hard-fought appropriation by July 1, the start of the state's new fiscal year.

During a summary of the outcomes from the legislative session, shared at the same council meeting, the city's lobbyist Lisa Hurley encouraged the mayor and all councilors to write personal letters to the governor, expressing the importance of the project and the need for the money to complete it. She said she could hand deliver them.

The city hopes to get $10 million from Collier County, through a grant funded by the tourist tax. The city recently applied for the grant to supplement the state money.

The cost of the new stormwater system is still at about $86.2 million, far exceeding the engineer's estimate of $32 million, received a few years ago.

Construction costs could come down

As the city awaits the decisions on its requests for more funding from the state and county, it continues to work with an outside contractor to reduce construction costs, which have ballooned for myriad reasons.

Costs will be brought down to "something else," Boodheshwar assured.

"We don't have final numbers for you," he told council.

Council plans to discuss potential changes to further improve water quality, based on suggestions by the contractor Kiewit Infrastructure South Co., at a future meeting, but the city manager warned any revisions to the outfall removal project could be more detrimental than beneficial at this point.

If there is only a minor benefit, Boodheshwar said council should "punt on it."

He said he'd bring back more details.

Project is 'massive' undertaking

The design work for the project is done, unless council makes changes, and so is the permitting, said Bob Middleton, the city's director of public works.

It's too early to know the timeline for building and finishing the project, he said, emphasizing the extensive scope of it. It includes the installation of about 6,000 feet of new stormwater pipes, varying in size from 24 to 54 inches.

"What does a 54-inch pipe look like? It's massive. My point is this is a large project," Middleton stressed.

Based on the current scope, the project would remove eight of the stormwater outfalls – or large pipes – lining the city's beaches, as directed by the state's Department of Environmental Protection more than a decade ago. The new stormwater management system, including two new pumps, is designed to reduce street flooding, water pollution and beach erosion.

The system will pump excess water 1,500 feet into the Gulf, through new underground drainage pipes.

Planning for the project began in 2011 after the state Department of Environmental Protection notified the city that if it didn't take any action the agency would no longer approve permits for beach renourishment — or restoration — in Naples.

City in much more "manageable position'

The city has already spent more than $11.5 million on the project, including engineering and directional drilling for new outfall pipes from the beach end at Third Avenue North into the Gulf.

Gary Young, the city's finance director, told council if the requested money from the state and county comes through, the city may only have to finance about $12.7 million of the project, putting it in a much more "manageable position."

The city is trying to avoid a major increase in its stormwater utility fees, paid by users, and has cobbled together multiple sources of funding for the system, including unspent federal recovery money tied to the pandemic.

"We are in a much better position than we were just 60 days ago, but we have much more to do," Young said.

He pointed out the city has more stormwater and water quality improvements on its wish list, so it's not wise to spend too much of the user fees on one project, as they'll be needed for others down the road.

"It's not just about what we want," Young said. "It's about what we can afford."

Keshad Johnson was in the King’s Hawaiian Slam Dunk Contest on Thursday night at Grand Canyon University, part of the Final Four festivities here this week. The former San Diego State forward, wearing a red No. 16 Arizona uniform, drew the unenviable spot of going first, when the judges typically are more conservative with scores not knowing what’s coming later.

He dribbled from midcourt, elevated, cupped the ball under his wrist and forearm, windmilled it and flushed it through the rim.

It earned four 9s and two 8s for 52 points from the panel of six judges that included four current or former NBA players.

The top four of the nine competitors advanced to the semifinals. Johnson finished fifth by a point, although it’s hard to say four dunks were better. Grand Canyon forward Gabe McGlothan won it in his home arena (and perhaps with some home cooking).

Johnson shrugged and smiled.

“It’s all good,” he said. “Hopefully I can make it to the NBA dunk contest one year.”

Maybe the greatest life skill Johnson learned at SDSU is the program tenet of “next play,” not letting a bad moment impact the next one. Looking through the windshield instead of the rear-view mirror.

That’s what the 6-foot-7 forward did Thursday at GCU Arena, sticking around to enjoy the 3-point shooting contest as well as the conclusion of the dunk contest, robustly cheering, posing for photos, signing autographs, smiling, dancing. And that’s what he did last May when he opted to transfer from SDSU and spend his “COVID” season at Arizona.

“Once it happened, it happened,” Johnson said. “I was Bear Down, a Wildcat for life. I gave them my full focus. I didn’t dwell on that. Once I made my decision, it was final. Those are still my brothers (at SDSU). I’m also an ‘Aztec for Life’ as well as a Wildcat.”

Johnson had a similar role with Arizona as he did on an SDSU team that reached the national championship game, starting at the 4 and serving as a versatile defensive stopper. His averages increased — from 7.7 to 11.5 points and 5.0 to 5.9 rebounds — although that is skewed by the Wildcats’ high-octane offense compared to SDSU’s slower tempo.

When you look at his numbers per 100 possessions, they are similar: an increase in scoring from 20.8 to 22.8, a decrease in rebounding from 13.5 to 11.6. With him, Arizona reached the Sweet 16 before losing to Clemson. Without him, SDSU reached the the Sweet 16.

The big difference, though, came in 3-point shooting. Johnson was 11 of 42 behind the arc as a junior at SDSU (26.2 percent) and shot 24.6 percent over his four-year career there. At Arizona, his attempts and accuracy spiked: 36 of 93, or 38.7 percent.

So did his NBA Draft projections. Many mock drafts currently put him in the second round. ESPN ranks him 43 rd in its top 100 prospects.

“I’m pretty sure I have a chance,” said Johnson, who is in the process of hiring an agent. “I don’t see too many other people who are better than me. I’ve been getting better every year playing basketball. Tucson allowed me to show a lot of what I can do, what I knew I can do, and show it on a bigger stage. I’m pretty sure I can go into an NBA program and make an impact right away.

“I tell people I’m like water. I’m shapeless. I’ll fit in anywhere.”

He spent the last few days in San Diego, hanging out with former Aztecs teammates Lamont Butler and Jared Barnett.

“It’s been a year,” Johnson said. “I needed that for my soul.”

And San Diego is still a part of it, whether or not all fans respected and embraced his decision to leave for a reported NIL payment in the $400,000 neighborhood. He talks of getting a house in San Diego one day. His family from Oakland attended SDSU’s game at San Jose State in January, wearing Aztecs jerseys.

“You’re not really an Aztec if you look on me in a bad way,” Johnson said. “I gave San Diego State my all. Really, you’re only supposed to do four years in college. COVID just gave people an extra year. I gave them my whole term. I was just blessed with another year to do something else.

“The real loyal fans, they love me. They give me love when I go back to San Diego. But the ones who troll, there’s always going to be negativity in the world.”

He experienced it?

“A lot of it,” he said. “But I still love them, you know? I still love them whether they hate me or not. I love them still.”

Viejas renovation study

SDSU announced it will conduct a “renovation study” for 26-year-old Viejas Arena aimed at improving the fan experience.

“This study,” a university release said, “will explore ways to improve the main concourse amenities including creating new in-venue social spaces and food and beverage options, increasing premium and hospitality experiences throughout the arena, and exploring complimentary services outside the arena.”

SDSU considered a Viejas overhaul in 2019, but that was delayed by the pandemic. The 12,414-seat arena is unique in that it was built into Aztec Bowl, the old on-campus football stadium, and has no central concourse separating upper and lower seating areas. It lacks luxury boxes and other premium seating amenities that most venues of its size have.

The study will begin with a survey among basketball fans, concert attendees as well as people on campus. From there, the university will formulate design concepts and cost estimates for potential renovations.

BA, easyJet and Wizz Air resume flights to and from Israel

Virgin Atlantic to restart services in September, almost a year after airlines suspended flights owing to Gaza war

Major European airlines have started to resume flights to and from Israel. Wizz Air, easyJet and British Airways are now all flying to Tel Aviv, and Virgin Atlantic is planning a resumption this year.

Wizz Air said on Wednesday it had restarted flights to Israel from six airports in March, and planned to resume operations on further routes during the next three months. This will include the resumption of flights from Gatwick to Tel Aviv, as well as 16 other paused routes.

Most big airlines suspended services to Israel and some surrounding areas after the start of the war in Gaza in October. They are only now returning.

BA resumed flights to Tel Aviv’s Ben Gurion airport on Monday, but with a reduced service of one daily plane four days a week. EasyJet restarted its services to Israel on 25 March,returning to its prewar schedule from London Luton, Amsterdam, Berlin, Basel, Geneva and Milan.

In January, easyJet revealed that the Middle East crisis had cost it more than £40m in lost trading as flights were suspended and demand weakened.

Ryanair has also been significantly affected by the war, and revealed on Wednesday that it had been forced to cancel 950 flights since October. The airline resumed flights to Ben Gurion at the start of February but suspended them again at the end of the month after a dispute over which terminal it could use.

Ryanair complained that the airport had closed its low-cost terminal 1, which meant the airline was being forced to use terminal 3, where the fees are higher.

Virgin Atlantic has said it plans to resume flights to Israel in September after initially earmarking March for a restart. The airline said: “After careful consideration, we have taken the difficult decision to extend our pause on flying to and from Tel Aviv up to and including 4 September 2024.

“We sincerely apologise to our customers for any inconvenience caused and our teams will be in contact with anyone affected to discuss their options, which include rebooking to a later date or a full refund.”

Virgin Atlantic posted annual accounts on Wednesday that showed a loss of £139m for the year to 31 December, an improvement on the £206m loss it made in 2022. It said continued cost discipline and cash protection meant that it expected to return to profitability next year.

Oliver Byers, Virgin Atlantic’s chief financial officer, said the continued losses were largely due to interest charges incurred on loans taken on during the pandemic, as well as £100m of debt repaid to lenders in 2023.
