Some Florida residents may see the student debt that's been hanging over their heads just... vanish. On Wednesday the Education Department announced that $1.2 billion in discharged debt for more than 150,000 borrowers across the country has been approved.
Students enrolled in President Joe Biden's new income-driven repayment plan, Saving on a Valuable Education , could see their debt erased immediately if they meet certain conditions. For people in a state with the third-highest federal student loan debt in the country, this act could be a huge load off their minds.
“From day one of my Administration, I vowed to fix student loan programs so higher education can be a ticket to the middle class – not a barrier to opportunity.” Biden wrote in an email set to go out to eligible borrowers. “I hope this relief gives you a little more breathing room.”
The debt forgiveness was initially planned for July but last month the agency announced the timetable was moving up. Biden has been attempting different methods of student debt relief only to see them challenged by Republicans and blocked by the Supreme Court .
Here's what you need to know.
Who qualifies for student loan forgiveness?
Your debts were canceled Wednesday if:
- You are enrolled in SAVE
- You originally took out $12,000 or less in undergraduate or graduate federal student loans
- You've been repaying them for at least 10 years
You don't have to do a thing to request debt forgiveness, according to the Department of Education . If you qualify, you should have received an email notification and the balance on your account will be updated in the coming weeks as servicers process the forgiveness. The DOE also will begin emailing people who are not on SAVE but could receive forgiveness as soon as they sign up.
What if I borrowed more than $12,000 in my student loans?
For every $1,000 borrowed above $12,000, a borrower can receive forgiveness after an additional year of payments.
"All borrowers on SAVE receive forgiveness after 20 or 25 years, depending on whether they have loans for graduate school," the DOE said. "The benefit is based upon the original principal balance of all Federal loans borrowed to attend school, not what a borrower currently owes or the amount of an individual loan."
Periods that count toward the forgiveness benefits include months during the payment pause and time in repayment as determined through the payment count adjustment.
How many people will get their student loan debts canceled?
There are currently 7.5 million people enrolled in SAVE and the DOE is launching an outreach and email campaign to encourage more borrowers to sign up and take advantage of the shortened repayment period, as well as the other benefits of the program. As of early January, there were 475,800 people in Florida enrolled in SAVE, the DOE said.
The biggest beneficiaries of the debt cancellation plan will be community college students, the DOE said, as they typically borrow smaller amounts.
“With today’s announcement, we are once again sending a clear message to borrowers who had low balances: if you’ve been paying for a decade, you’ve done your part, and you deserve relief,” said U.S. Secretary of Education Miguel Cardona. “Under President Biden’s leadership, our Administration has now approved loan forgiveness for nearly 3.9 million borrowers, and our historic fight to cancel student debt isn’t over yet.”
What is the SAVE Plan?
The Saving on a Valuable Education (SAVE) Plan is an income-driven student loan repayment plan that bases monthly payment amounts on your adjusted gross income and your family size, with immediate benefits to borrowers:
- Borrowers who make less than $15 an hour don't have to make payments at all until their income improves, with no increase in interest
- Borrowers earning more than $15 an hour can still save more than $1,000 a year compared with other income-based repayment plans, the DOE said
- If you make your full monthly payment, but it is not enough to cover the accrued monthly interest, the government covers the rest of the interest that accrued that month.
Which loans are eligible for the SAVE Plan?
- Direct Subsidized Loans
- Direct Unsubsidized Loans
- Direct PLUS Loans made to graduate or professional students
- Direct Consolidation Loans that did not repay any PLUS loans made to parents
Some other federal loans are eligible if they are consolidated into a Direct Consolidation Loan.
How much do Floridians owe in federal student debt?
According to the U.S. Department of Education's Federal Student Aid site, as of Sept. 30, 2023, the total federal student loan debt balance in Florida was $103.3 billion, including outstanding principal and interest balances, for 2.7 million borrowers. This includes Direct Loans, Federal Family Education Loans (FFEL) and Perkins Loans but does not include private loan debt. That's also down from the $105.4 billion it was just months previously.
That puts Florida students at the third highest amount of federal student loan debt, behind California ($146.7 billion) and Texas ($112.7 billion). More than 1.4 million Floridians are carrying up to $20,000 in debt, and 1.3 million owe more than $20,000. Nearly 230,000 Floridians owe more than $100,000.
The average federal student loan for Florida borrowers was $38,065, as of Sept. 30, 2023. That was the fourth highest in the U.S. , after Washington, D.C. ($53,782), Maryland ($42,280), Georgia ($40,804), and Virginia ($39,899). The average federal student debt in the U.S. was $35,099.
According to Forbes , the average student debt in the U.S. for 2024, including federal and private loans, was $28,950.
How much student debt has the Biden Administration forgiven?
According to a release, the government under Biden has approved nearly $138 billion in targeted relief for more than 3.9 million borrowers, including:
- $45.6 billion for 930,500 borrowers through improvements to income-driven repayment
- $56.7 billion for more than 793,000 borrowers through fixes to Public Service Loan Forgiveness that began in October 2021
- $11.7 billion for 513,000 borrowers with a total and permanent disability
- $22.5 billion for 1.3 million borrowers through closed school discharges, borrower defense, and related court settlements
Where does the money come from to forgive the debt?
That's one of the questions opponents to the plan have asked.
Debt forgiveness for a federal debt owed will cost the federal government that money, Forbes reported in 2022 , and canceled student loans will be added to the federal deficit. That money will need to come from somewhere, which generally means either cutting programs or raising taxes.
Supporters point out that canceling student loan debts benefits people with low and moderate-income levels by allowing them to start building wealth much earlier, which leads to a more stable economy overall.

How to Write a Letter for Education Loan Application in India
Congratulations on receiving an acceptance letter from your dream university! Now, to finance your tuition fee, living costs, and other expenses, you can consider opting for education finance. Loans for education come with a pretty simple application process. But, first things first, you must write a loan application letter to the lender requesting them to sanction your loan. Read on to understand how to write an application for education loan.
How to write application for loan
After you have selected a lender, you must write a loan application letter to them explaining your academic and financial situation. Here’s what you should include in your letter.
- Recipient’s address
First, you must mention the Manager’s name you are writing the letter to, the name of the lending institution, branch details, and the branch address.
- Applicant address
Next, include your name and address.
Once you have mentioned the address details, write the date. This doubles up as the date of application when the lender approves your letter.
After the date, write the subject line or the purpose of the letter. So, make sure it is to the point and conveys the intent of writing the letter.
Once you mention the email subject, address the authority directly in the salutation.
Now comes the meat of the application. This section must include all the details required by the lender to grant you a loan. So, introduce yourself, talk about the institute you have been accepted into and the degree you wish to pursue and mention why you need the loan. Make sure to include your academic records, entrance/foreign exam scorecard, acceptance letter, and other relevant documents to make a convincing case for why you deserve the opportunity. Lastly, assure the lender that you will complete your studies and fetch a good job and close the letter.

FACT SHEET: President Biden Cancels Student Debt for more than 150,000 Student Loan Borrowers Ahead of Schedule
Today, President Biden announced the approval of $1.2 billion in student debt cancellation for almost 153,000 borrowers currently enrolled in the Saving on a Valuable Education (SAVE) repayment plan. The Biden-Harris Administration has now approved nearly $138 billion in student debt cancellation for almost 3.9 million borrowers through more than two dozen executive actions. The borrowers receiving relief are the first to benefit from a SAVE plan policy that provides debt forgiveness to borrowers who have been in repayment after as little as 10 years and took out $12,000 or less in student loans. Originally planned for July, the Biden-Harris Administration implemented this provision of SAVE and is providing relief to borrowers nearly six months ahead of schedule.
From Day One of his Administration, President Biden vowed to fix the student loan system and make sure higher education is a pathway to the middle class – not a barrier to opportunity. Already, the President has cancelled more student debt than any President in history – delivering lifechanging relief to students and families – and has created the most affordable student loan repayment plan ever: the SAVE plan. While Republicans in Congress and their allies try to block President Biden every step of the way, the Biden-Harris Administration continues to cancel student debt for millions of borrowers, and is leaving no stone unturned in the fight to give more borrowers breathing room on their student loans.
Thanks to the Biden-Harris Administration’s SAVE plan, starting today, the Administration will be cancelling debt for borrowers who are enrolled in the SAVE plan, have been in repayment for at least 10 years and took out $12,000 or less in loans for college. For every additional $1,000 a borrower initially borrowed, they will receive relief after an additional year of payments. For example, a borrower enrolled in SAVE who took out $14,000 or less in federal loans to earn an associate’s degree in biotechnology would receive full debt relief starting this week if they have been in repayment for 12 years. The U.S. Department of Education (Department) identified nearly 153,000 borrowers who are enrolled in SAVE plan who will have their debt cancelled starting this week, and those borrowers will receive an email today from President Biden informing them of their imminent relief. Next week, the Department of Education will also be reaching out directly to borrowers who are eligible for early relief but not currently enrolled in the SAVE Plan to encourage them to enroll as soon as possible. This shortened time to forgiveness will particularly help community college and other borrowers with smaller loans and put many on track to being free of student debt faster than ever before. Under the Biden-Harris Administration’s SAVE plan, 85 percent of future community college borrowers will be debt free within 10 years. The Department will continue to regularly identify and discharge other borrowers eligible for relief under this provision on SAVE. Over four million borrowers have a $0 monthly payment under the SAVE Plan Last year, President Biden launched the SAVE plan – the most affordable repayment plan ever. Under the SAVE plan, monthly payments are based on a borrower’s income and family size, not their loan balance. The SAVE plan ensures that if borrowers are making their monthly payments, their balances cannot grow because of unpaid interest. And, starting in July, undergraduate loan payments will be cut in half, capping a borrower’s loan payment at 5% of their discretionary income. Already, 7.5 million borrowers are enrolled in the SAVE Plan, and 4.3 million borrowers have a $0 monthly payment.
Today, the White House Council of Economic Advisers released an issue brief highlighting how low and middle-income borrowers enrolled in SAVE could see significant saving in terms of interest saved over time and principal forgiven as a result of SAVE’s early forgiveness provisions.
President Biden’s Administration has approved student debt relief for nearly 3.9 million Americans through various actions
Today’s announcement builds on the Biden-Harris Administration’s track record of taking historic action to cancel student debt for millions of borrowers. Since taking office, the Biden-Harris Administration has approved debt cancellation for nearly 3.9 million Americans, totaling almost $138 billion in debt relief through various actions. This relief has given borrowers critical breathing room in their daily lives, allowing them to afford other expenses, buy homes, start businesses, or pursue dreams they had to put on hold because of the burden of student loan debt. President Biden remains committed to providing debt relief to as many borrowers as possible, and won’t stop fighting to deliver relief to more Americans.
The Biden-Harris Administration has also taken historic steps to improve the student loan program and make higher education more affordable for more Americans, including:
- Achieving the largest increases in Pell Grants in over a decade to help families who earn less than $60,000 a year achieve their higher-education goals.
- Fixing the Public Service Loan Forgiveness program so that borrowers who go into public service get the debt relief they’re entitled to under the law. Before President Biden took office, only 7,000 people ever received debt relief through PSLF. After fixing the program, the Biden-Harris Administration has now cancelled student loan debt for nearly 800,000 public service workers.
- Cancelling student loan debt for more than 930,000 borrowers who have been in repayment for over 20 years but never got the relief they earned because of administrative failures with Income-Driven Repayment Plans.
- Pursuing an alternative path to deliver student debt relief to as many borrowers as possible in the wake of the Supreme Court’s decision striking down the Administration’s original debt relief plan. Last week, the Department of Education released proposed regulatory text to cancel student debt for borrowers who are experiencing hardship paying back their student loans, and late last year released proposals to cancel student debt for borrowers who: owe more than they borrowed, first entered repayment 20 or 25 years ago, attended low quality programs, and who would be eligible for loan forgiveness through income-driven repayment programs like SAVE but have not applied.
- Holding colleges accountable for leaving students with unaffordable debts.

Biden cancels $1.2 billion in student loan debt for 150,000 borrowers
The Biden administration will begin automatically relieving student debt for another 153,000 people on Wednesday, bringing the total number of Americans approved for debt relief to nearly 3.9 million.
President Joe Biden will tout the new debt relief in a speech from Los Angeles, and thousands of people will receive an email from the president informing them that they now qualify for relief.
"Congratulations — all or a portion of your federal student loans will be forgiven because you qualify for early loan forgiveness under my Administration's SAVE Plan," the email from the president will read.
The people receiving debt relief beginning Wednesday are those who enrolled in the newest student loan payment plan, called the SAVE Plan , which the Department of Education calls the most affordable plan for the majority of borrowers.
Anyone enrolled in the SAVE Plan who took out less than $12,000 in initial loans and has been paying them down for the past 10 years or more will have them forgiven.
"This plan reflects our unapologetic commitment to deliver as much relief as possible to as many borrowers as possible, as quickly as possible," Education Secretary Miguel Cardona said on a call with reporters on Tuesday.
Roughly 7.5 million Americans are enrolled in the SAVE Plan, which just launched this past summer.
The 153,000 who are getting automatic relief starting Wednesday are the first tranche of borrowers to benefit from this aspect of the plan. Moving forward, anyone else who enrolls in the plan and meets this criteria will also get debt relief.
As of Wednesday, there are many Americans who could actually qualify for this debt relief but aren’t enrolled in the SAVE Plan, something the Biden administration says it's working to improve outreach on as an estimated 27 million Americans are currently in repayment for student loans.
Who are the other 3.7 million people who have been approved for debt relief under Biden?
At least 513,000 borrowers have, so far, been approved for debt relief after filing for a total and permanent disability, while 1.3 million borrowers have been approved for debt relief because it has been deemed their college defrauded them.
Some of the most well-known debt relief programs under Biden, however, have been the fixes to the program for people working in public service and to income-driven repayment plans.
The Biden administration has now processed relief for more than 793,000 borrowers through fixes to the Public Service Loan Forgiveness program (PSLF), which allows for debt relief for people in jobs like firefighting, nursing and teaching after 10 years of continuous payment.
The other large tranche of borrowers to receive relief are those enrolled in income-driven repayment plans, which allow people to pay a certain percentage of their income towards their loans for 20 or 25 years before their debts are forgiven.
Around 930,500 borrowers have been identified as paying for their allotted time, but not getting relief. They have now had their debts approved for relief.
The PSLF and income-driven repayment fixes are considered minor fixes to an already-broken system in the student loan apparatus that the Biden administration has now addressed.
They are not debt relief to the tune of $10,000 to 20,000 in blanket forgiveness for anyone who makes below a certain income, as Biden hoped to do last year before the Supreme Court determined his plan was unlawful.
Still, the Biden administration continues to push efforts on debt relief while on the campaign trail, something Biden himself will do on Wednesday in Los Angeles.
“These actions have allowed nearly 4 million people to afford other expenses in their lives -- buy homes, start businesses, pursue dreams that they had to put on hold because of their student loans,” Natalie Quillian, White House Deputy Chief of Staff, said on a call with reporters Tuesday.
“Now, because of the president and the Biden Harris administration, millions of borrowers and their families are no longer weighed down by the burden of student debt,” she said.
Biden administration cancels $1.2B in student loans with new repayment plan
President Biden on Wednesday began emailing more than 150,000 student loan borrowers enrolled in his signature repayment plan that their debts — $1.2 billion in total — have been canceled, the latest effort by the administration to tout its success in providing debt relief as the campaign season heats up.
The president’s debt relief policies have been met with a mix of praise and frustration. Activists have applauded his targeted approach; the administration has forgiven about $138 billion in student loans for 3.9 million people, largely using existing relief programs. But they also continue to implore Biden to do more, despite the crushing defeat of a more sweeping loan forgiveness plan before the Supreme Court. Meanwhile, conservatives remain ardent critics of debt policies they say come at the expense of other taxpayers, many of whom never attended college.
The latest debt relief targets people enrolled in the Saving on a Valuable Education (Save) plan, and makes good on the administration’s promise to accelerate forgiveness for people who borrowed lower amounts of money to attend college. Rather than wait 20 to 25 years for relief through other income-driven repayment plans, enrollees in the Save plan who borrowed less than $12,000 can have their debt wiped clean after 10 years of payments. The Education Department had originally planned to begin forgiveness in July but started identifying eligible borrowers this month.
“From day one of my Administration, I vowed to fix student loan programs so higher education can be a ticket to the middle class — not a barrier to opportunity,” Biden wrote in the email. He also described other efforts taken by the administration to help students and borrowers, including expanding Pell grants, and promised to “never stop fighting for hard-working American families.”
The email effort recalls then-President Donald Trump’s 2020 push to send letters to taxpayers alerting them to stimulus checks his administration processed by the millions during the early months of the coronavirus pandemic.
Ahead of his own reelection bid, Biden has privately expressed frustration that his administration has not received enough credit from voters for its actions to help consumers and bolster the economy. Some of Biden’s allies, including Rep. James E. Clyburn (D-S.C.), have warned that the president could face electoral problems if he does not convince voters that he has kept his promises on a wide range of issues. Clyburn has specifically raised the president’s student loan relief pledge as one area where a significant gap exists between what Biden has accomplished and what voters believe he has done.
Biden also has been wary of the blowback student debt relief efforts have received from people who did not go to college. During a speech at a library in Culver City, Calif., on Wednesday, he made the case that his loan forgiveness “helps everyone” by strengthening the economy.
“When people have student debt relief, they buy homes, they start businesses, they contribute, they engage in the community in ways they weren’t able to before,” he said. “And that actually grows the economy.”
Under Biden, the Education Department has focused on lowering the debt burden of those who borrowed money for college, by expanding or easing rules for existing relief programs. It is also crafting another plan to offer relief to more borrowers after a loan forgiveness plan that Biden introduced in 2022 was struck down by the Supreme Court last year.

That means a single borrower earning less than $15 an hour will be spared from payments. Those earning more would save an estimated $1,000 a year, according to the department. Even if borrowers’ monthly payment is $0, they will still get credit toward forgiveness. According to the Education Department, 4.3 million people enrolled in the plan have a $0 monthly payment.

The department began introducing some features of the Save plan last year. This summer, the federal agency will start capping payments for undergraduate loans at 5 percent — down from 10 percent — of income above the 225 percent federal poverty threshold. Borrowers with debt from undergraduate and graduate studies will pay a weighted average between 5 and 10 percent toward their debts.
The faster path to cancellation could have a meaningful impact on people who attended community college, dropped out of college or are at risk of defaulting. The Education Department estimates that 85 percent of future community college borrowers, who typically take out small loans, could be debt-free within 10 years under the Save plan.
“Every borrower that the Biden administration delivers full student debt relief for is a win,” Braxton Brewington, spokesperson for the Debt Collective, said in a statement. “Despite the Supreme Court’s ruling last year, Biden continues to prove he has tools at his disposal to enact relief for borrowers crushed by student debt — but there’s no reason to stop here. Nearly four million Americans have received relief, but forty million more are desperately waiting.”
To create Save, the administration updated an existing loan repayment program that was long authorized by Congress through the Higher Education Act, giving it firmer legal ground than the debt relief program struck down by the Supreme Court.
But conservative groups and Republican lawmakers question the president’s authority to wipe away billions of dollars in money owed to the federal government.
“His drip, drip, drip student loan forgiveness workarounds are lawless and make a mockery of the separation of powers,” Elaine Parker, president of the Job Creators Network Foundation, said in a statement. The small-business advocacy group filed one of the suits against Biden’s 2022 plan to forgive up to $20,000 in loans for some borrowers.
Parker said the administration’s actions “set a dangerous precedent that consolidates more power in the executive branch. College students themselves are the biggest losers of Biden’s college debt forgiveness workarounds because colleges are given a blank check to continue overcharging and saddling them with debt.”
Borrowers who receive emails notifying them that they will receive debt relief through the Save program do not need to take any further action to receive loan forgiveness. Student loan servicers, the intermediaries that collect payments on the federal government’s behalf, will begin discharging the debt in coming days, according to the department. Next week, the agency plans to directly contact borrowers who would be eligible for early cancellation under the Save plan but are not enrolled.
After his remarks, Biden gave a succinct answer when asked whether he was worried that his latest debt relief program would be struck down in court.

"The ideas we are outlining today will allow us to help struggling borrowers who are experiencing hardships in their lives, and they are part of President Biden's overall plan to give breathing room to as many student loan borrowers as possible," Kvaal said. "It's an important part of the Biden-Harris Administration's permanent solutions to the problem of unaffordable loans."
According to the draft proposal, the Education Department could forgive student debt if it determines a borrower has faced hardship "such that the hardship is likely to impair the borrower's ability to fully repay the Federal government or the costs of enforcing the full amount of the debt are not justified by the expected benefits of continued collection of the entire debt."
To help define hardship, the department could consider some of the following factors:
Household income and assets
Repayment history, including the age of the borrower's first loan
Student-loan balances relative to household income
Whether the borrower received a Pell Grant and other types of federal benefits
How old the borrower is, and whether they have a disability
Any additional expenses, like healthcare or housing
And whether the hardship is likely to persist.
The proposal also included a section allowing automatic debt relief for borrowers who the education secretary determines — based on existing data — that borrowers experiencing hardship are "at least 80 percent likely to be in default in the next two years" after the regulations go into effect.
The Education Department emphasized in its press release that it "may consider these and other factors to determine whether borrowers are experiencing the type of hardship that would qualify for debt relief."
The category for financial hardship is in addition to the five groups of borrowers the department previously identified it was considering for relief, including those who have balances greater than what they initially owed when they first entered repayment.
After the department discusses this proposal with negotiators next week, it will work to develop a draft text that the public will have an opportunity to comment on. The Education Department has a number of programs that lead to loan cancellation , but many borrowers have missed out on the relief because of confusing rules and lender mismanagement , advocates say.
So far, almost 3.9 million borrowers have gotten their education debt erased, totaling $138 billion in relief . As many as 300,000 people may be eligible for refunds, too, according to an estimate by higher education expert Mark Kantrowitz.

Under the U.S. Department of Education's income-driven repayment plans , student loan borrowers are entitled to get any of their remaining debt forgiven after 20 or 25 years. Yet many are stuck making payments long after that period.
"This is due, in part, to strong financial disincentives for student loan servicers to inform consumers about the program and their ability to qualify for it," said Nadine Chabrier , a senior policy and litigation counsel at the Center for Responsible Lending.
The Education Department contracts with different companies to service its federal student loans, including Mohela, Nelnet and Edfinancial , and pays them more than $1 billion a year to do so . The companies earn a fee per borrower per month, which advocates say discourages transparency around loan forgiveness opportunities.

Even when borrowers are enrolled in these plans, servicers sometimes fail to keep a record of their qualifying payments, experts say.
"Loan servicers were not tracking the number of qualifying payments, and the automatic forgiveness was not occurring," Kantrowitz said. "As a result, some borrowers have been making payments for years, or even decades, beyond the point at which they should have received forgiveness."
By the time Fox's debt was canceled, he'd been in repayment for 35 years.
Scott Buchanan , executive director of the Student Loan Servicing Alliance, a trade group for federal student loan servicers, denied that the companies benefit by veering from the government's orders.
"We are incentivized to meet the requirements that the government sets, which includes giving borrowers the benefits that the law provides," Buchanan said. "We are audited, and get business or lose it based on meeting those standards."
As the Biden administration reviews the number of payments borrowers have made under income-driven repayment plans, it is canceling the debt of those who've been in repayment for 20 or 25 years, said Persis Yu , deputy executive director at the Student Borrower Protection Center. And it is also refunding borrowers for payments they made beyond when they were eligible for cancellation.
In some cases, borrowers who've pursued the Public Service Loan Forgiveness program are also receiving refunds after their debt cancellation.

By then, she had been paying her student loans for 16 years.
