  • All the likes and comments that were left by the person blocked on your profile photos and videos will be removed. If you unblock them in the future, they won’t be restored.

  • If your Facebook account is linked to your Instagram account via Accounts Center, blocked users can’t message or call you. If not, they can.

Note: When you block someone on Instagram, you will see an option to block that particular account or other existing and even future accounts that they may create. If you choose the second option, blocking won’t apply to the accounts of the person that you are still following. You will have to block them separately.

Restrict, Report, and Block From DMs

You can restrict, block, and even report anyone directly from the messages section.

1. Tap on the Message or DM icon in the top right corner and then open the message from the profile that you want to restrict.

Restrict and Block From Comments

Someone is leaving embarrassing or unwanted comments on your profile? You can also report, block, and restrict them from comments themselves. First, let’s take a look at how to restrict comments on Instagram.

1. Open the post and then tap on View all comments to see who left a comment.

Instagram is one of the most popular social media platforms out there, so there are bound to be people who step over the line of what is acceptable. However, you can report a fellow Instagrammer for bad behavior, spam, or inappropriate content.

From reporting an individual post to reporting an entire account, here's how to do both on Instagram.

Common Reasons to Report a Profile or Post on Instagram

You can report an Instagram post or profile for many reasons, but in order for action to be taken by Instagram, the content must violate the Community Guidelines or Terms of Use .

These are the most common violations of Instagram's rules:

  • Stolen content: Photographs or videos that you didn't capture yourself, items taken from the internet.
  • Nudity: Whether it is artistic or not, nudity is not permitted on Instagram. The platform does allow photos of mastectomy scars and breastfeeding but not of any other type of nudity.
  • Impersonation: Pretending to be someone you are not is grounds for suspension.
  • Spamming: Asking for likes or repetitive comments on other's pages to promote yourself is not allowed.
  • Illegal activities: Soliciting sex, drugs (even if they are legal in your area), weapons, and the private sale of animals are against Instagram's policies.
  • Harassment: Instagram has strict rules that prohibit you from doxxing, using hate speech, terrorist activities, threats of harm, and violence (such as vandalism, assault, or theft).

What Happens When You Report Someone on Instagram?

With its easy accessibility and bright red font, Instagram’s “Report” button is known to strike anxiety into users. It is clearly a solemn action, but luckily not as simple as it appears to be.

If you are worried about accidentally reporting a user, selecting that option triggers a series of prompts with which you can specify the reason for the report. Even if you do complete a report, it is a long process from there.

A user report on social media is formally a request for a review of something you believe to be an abuse of the platform’s terms and policies.

Instagram’s Oversight Board will eventually audit the reported user’s profile and activity to determine if there has been abuse, then determine punitive action proportionate to the abuse.

If you have mistakenly reported a user, or if the audit finds that there is no abuse of the policy, the report will be dismissed.

In most cases, your part in this process is done after you have made the report. You will not be notified of the inquest or its findings.

It is advised that you keep up with a reported user to look for further abuses. You can always do more to make sure Instagram is safer for users.

What Happens When You Get Reported on Instagram?

What happens on the other side of a user report? What if you have done something that a user feels deserves an inquest?

A user’s experience of being reported depends on the nature of the report. In some cases, you may not even know that you are under investigation.

If the content is determined to be an abuse of policies, it will be removed, and the user should be notified. Repeats of this and other inappropriate content may lead to more serious actions.

If an account has a history of reported abusive behavior, its user may be locked out of it without warning. If the charges are serious enough, accounts with a little-to-no history of inquest could be disabled.

You will not be notified if a report is dismissed as invalid. If the report is valid, you will be notified of the violation.

If you disagree with the Oversight Board’s decision, you have the right to contest it.

You can request another review of removed content by going to your settings through your profile page, then to “Accounts”, then to “Accounts Status”. From there, open the removed content and select “Request a review.”

You can also request a content review by going to “Help” under your settings, then “Support Requests”, then “Violations”. Open the update on your audit, then “Request Review” under the “More Options” menu.

In more serious cases, you can appeal to the Oversight Board. If you are eligible for an appeal, a message on the aforementioned “Violations” page will provide an Oversight Board Reference Number and instructions on how to send your request.

Before you contest the review board’s findings, though, you should know what constitutes a violation.

Reasons You Should Report Someone on Instagram

Instagram users and posts are to be reported if they are in violation of the platform’s Community Guidelines and Terms of Use .

Regulations under these guidelines are extensive. However, most rules and etiquette should be common sense and easy to follow.

According to the Community Guidelines, Instagram posts should not contain content that may be considered explicit or otherwise highly inappropriate.

Inappropriate content can also include references to self-harm or eating disorders.

The unauthorized use of the intellectual property is also prohibited, and may even be considered a legal violation.

Although users are free to express their beliefs, reported material that is proven false and potentially dangerous may be taken down.

These are the most common and apparent forms of reportable content on Instagram. Repeated offenses can result in penalties against the user account as a whole.

Regulations directly related to Instagram accounts fall under the Terms of Use. Users must be at least 13 years old. They cannot be convicted.

Users who have been banned for these or other violations of Instagram’s policies may not create another account on the platform. This person has the right to appeal for the ban to be overturned.

If you have credible reason to believe that an account violates these regulations, you should report it.

More importantly, you should report accounts that are in violation of the law.

Fake Instagram accounts, or “finstas”, are not inherently illegal, but are typically created for the purposes of scamming or gathering information on other users.

Fraudulent finstas can also impersonate someone who is not the user. They are especially criminal if they post content that could defame the individual impersonated.

Users who have accessed another person’s account without authorization, especially if by hacking, may be in violation of the law.

Report accounts that practice this or has fallen victim to a cyberattack, including your own account.

There have been reported cases of accounts for posting highly criminal content depicting graphic situations.

Instagram can be subpoenaed to turn over relevant content as evidence in criminal investigations.

If I Report Someone on Instagram, Is It Anonymous?

As you can see, there are a wide array of reportable offenses that can be found on Instagram.

Whether the user has committed a petty policy violation or a serious legal one, there could be danger involved in the identification of a reporter.

With that, Instagram aims to uphold the strictest anonymity of users who report another user.

After a report has been made, representatives of the platform take over the case and proceed with audits or actions.

It is not publicly known if the identity of the user who made the initial report is displayed to the Oversight Board.

However, Instagram cannot directly protect a user who reports another user.

The reported user may be able to deduce the identity of the reporter. Indeed, there is nothing to prevent a user from confessing to making a report.

If you are experiencing bullying in response to reporting a user, you can also report this activity or block the user. Contact Instagram or other qualified authorities if you are concerned about a more serious response.

Does Instagram Show Who Reports You?

Just as you will not be identified to users you report, those who report you will remain anonymous.

Instagram’s notification of users that they are being investigated is already somewhat limited. You will certainly not be notified of the report’s origin, let alone its originator.

Of course, there is an indirect exception to this anonymity. It may also expose you if you have made a report.

A copyright report on Instagram is made through a different process from traditional abuse reports.

A specific form has to be filled out to notify Instagram of potential copyright infringement.

The review board’s inquest into this matter cannot proceed until the copyright holder makes a formal complaint via this form.

When a user is reported for copyright infringement, that person is given a notification message that provides the name and contact information of the copyright holder.

As a civil matter, copyright infringement cases are to be dealt with in a transparent capacity. This does not necessarily violate the anonymity of user reports according to Instagram’s policies.

For further protection, a copyright report can be made by a third party, such as a representative of the holder or a concerned user. Instagram should then contact the copyright holder for a potential formal complaint.

If you suspect copyright violation or even such other serious offenses as account hacking, you can make a report by phone at 1-650-543-4800.

Keep in mind that fake copyright infringement notifications are one of the most common phishing scams on Instagram.

A phishing scam falsely accuses someone of policy abuse or cyberattack, then requests verification of the user’s account. The fake verification form is then used to collect the user’s login information.

If a copyright infringement notification claiming to be from Instagram does not identify the copyright holder, it is a phishing scam.

What Does Reporting Someone on Instagram Do?

As said earlier, a report on Instagram simply flags a user or post for investigation by the platform’s Oversight Board.

If the report is found to be valid, then Instagram will penalize the flagged account according to the violation.

Penalties include the removal of the offending post or comment, temporary or indefinite disabling of the account, or a ban of the user.

Accounts that have received a relatively substantial number of fully processed and valid reports will almost certainly be disabled or shut down.

In accordance with the United States’ Stored Communications Act, criminal material on Instagram can be turned over to law enforcement.

Reporting a user can mean minor or extreme consequences for that person.

With anonymity and no place in the audit or penalty processes, reporters should face no consequences from Instagram for the nature or frequency of their reports.

Making a report should not be as intimidating of a process as the red font on “Report” suggests. It should still be considered a solemn process.

How to Report Someone on Instagram

Now that you understand what a user report entails, you can see its important role in the practices of a responsible Instagram user.

If you have come across a user or post that you feel abuses Instagram’s Terms of Use and/or Community Guidelines, here is how to make a report based on the type of violation.

How to Report an Account

  • Select the three dots next to the username on the user’s profile page, or on the right of the user’s message in a chat.
  • Select “Report”.
  • Select the preset option for the form of abuse that you feel most closely describes the violation.

How to Report Comments

Open options for the offending comment according to your version of Instagram.

  • On the desktop select the three horizontal dots next to “Reply”.
  • On your iPhone swipe left over the comment, then select the exclamation point icon.
  • On Android tap the comment, then select the exclamation point icon.
  • Select “Report” (Desktop) or “Report this comment” (Mobile).
  • Select the most relevant form of abuse.

How to Report a Post

  • Open the post, and select the three dots in the top right corner of the screen.
  • Select “Report” (Most media posts) or “Report Inappropriate” (Instagram Story).

How to Know if Someone Reports You

User reports are handled by Instagram with discretion in general. In addition to the relative anonymity and security enjoyed by users who make the report, there are not many cases where the reported user will be directly notified.

Getting slapped with a copyright infringement notification or locked out of your account is a dead giveaway that you are being investigated for serious abuse.

But what if your account is locked or even shut down due to the accumulation of more minor abuses?

When an administrator on Instagram removes a post, the user may receive the pop-up message “We removed your post because it doesn’t follow our Community Guidelines.”

Admin removal of content also appears in the “Activity On Your Posts” feed. Select the heart icon in the top right corner of any page on Instagram to view such post activity as abuse-based removal.

Notifications are not always sent when content is removed. A post or even just a photo may disappear from your feed without warning or explanation.

Before reporting a potential bug as responsible for a random post-take-down, you should check to see if you have been reported.

  • On the mobile app version of Instagram, go to your profile page.
  • Select the Menu in the upper-righthand corner and then select Settings
  • Go to Help .
  • Go to Support Requests , then Reports .

How to Avoid Getting Reported on Instagram

It should not be difficult for the responsible Instagram user’s to avoid reportable abuses of the platform’s policies.

Avoid posting imagery that contains graphic content. Do not post unauthorized content that is the intellectual property of another person.

This means presenting copyrighted material with the false impression that you created, own, or are authorized to distribute it.

You should be about to get away with casually showing products containing copyrighted content, such as clothing, prints, etc.

Prominently featuring or misrepresenting ownership of intellectual property may be perceived as abuse.

Penalties for copyright abuse are strictly dictated by the request of the property holder and the copyright laws of the country where the property is registered.

Avoid posting spam, which is defined as obnoxious and repetitive content that may be perceived as the creation of bots.

If you use too many repetitive hashtags or flood someone’s feed and comment section in a brief timeline, the material may be reported and taken down.

Just try to avoid posting content that may be considered abusively annoying or distressing.

Annoying material does not necessarily mean relatively overlong text or misleading material.

If a post or comment maliciously trolls or defames someone, makes distressing references, or contains dangerous misinformation, it can be reported and taken down.

Barring certain legally offensive abuses, content is only eligible for removal from Instagram if it is reported by a user (Profile visitors who do not have an account cannot make a report online). Even then, the report may be ruled invalid and dismissed.

Nonetheless, don’t put yourself in a position where your account can be penalized if reported. Be careful what you post.

How Long Does It Take for Instagram to See Your Report?

It usually only takes up to 24 hours for Instagram’s Oversight Board to respond to a report and review a potentially abusive post.

However, account reports may take anywhere between a few hours and 30 days to be resolved.

This is mostly because of the invasive process involved in verifying the identity of a user and the legitimacy of the account.

With this inconsistent and usually brief window of review, a dubious decision by the review board may not be out of the ordinary.

You may want to request a second review or file an appeal to the Oversight Board as quickly as possible if you do not agree with the penalty.

Appeals are also typically answered within 24 hours. Depending on the nature of the situation, the Oversight Board maintains the right to dismiss eligible appeals without review.

Instagram, like any social media platform, is meant to be a forum where people are comfortable with expressing themselves and opening respectful communication without fear of violation.

User reports are not about dismissing nuisances, but about ensuring the protection of other users.

You are no more likely to be punished for making a relatively petty user report than the reported user is to be punished for following community guidelines. These reports are meant to be totally anonymous.

However, you should be prepared to alert Instagram to abuses of policy that infringe on someone else’s intellectual property, likeness, or general wellbeing; the appropriateness of content and information on the platform; and even the law.

If you have yourself been reported, you have the right to state your case if you disagree with the Oversight Board’s actions.

You also have the responsibility to make sure that your abuses are not repeated, lest your account receives much more severe penalties than the indefinite removal of potentially abusive content.

Help fight bots, finstas, hackers, and other potentially criminal entities that use Instagram for malicious purposes.

You should yourself be careful with material that could constitute copyright infringement or misrepresent the character and intellectual properties of other people.

Instagram is always in charge of the hard part when it comes to holding abusive content and users accountable.

Still, it is relentless and often bureaucratic work on one of the most popular social media platforms in the world.

Biden’s Righteous Fury at Being Called an “Elderly Man with a Poor Memory”

One of the truest truisms in politics is that Presidential-election campaigns are marathons rather than sprints. Since Joe Biden’s senior aides are well aware of this, it’s a bit of a puzzle why the President chose to come out in person on Thursday night and rebut some of the special counsel Robert Hur’s report on Biden’s mishandling of classified documents.

Yes, Hur’s report contained some damaging lines that Republicans had quickly seized upon, particularly the statement that, if a case were to go to trial, “Mr. Biden would likely present himself to a jury, as he did during our interview of him, as a sympathetic, well-meaning, elderly man with a poor memory.” The age issue is hardly a new one, but the White House was furious that the report’s characterization of Biden overshadowed the fact that the special counsel had declined to charge him. Plus, Hur, who worked for the Justice Department under Donald Trump, including a three-year stint as the U.S. Attorney for Maryland, explicitly acknowledged that the Biden case was very different from the one Donald Trump is facing in a Florida federal court , despite attempts by Republicans to conflate the two.

Even as Republicans and Trump-supporting commentators were busy claiming that Hur said Biden was too old and too out of it to prosecute, it wasn’t necessarily the case that Biden himself needed to address this issue immediately. In a statement that White House put out shortly after the special counsel’s report was released, he had already said he welcomed the fact “there would be no charges brought in this case and the matter is now closed.” In addition, his lawyers, in a letter attached to the report, had slammed Hur for using “highly prejudicial language to describe a commonplace occurrence among witnesses: a lack of recall of years-old events.”

Some of the examples that Hur cited related to a 2017 taped interview Biden did with a ghostwriter. Others, including a claim that he couldn’t remember which years he was Vice-President, referred to five hours of interviews with the special counsel’s team last October. In what is supposedly a legal document, these inclusions certainly looked gratuitous—to say the least.

For the Biden team, it would have been straightforward enough simply to point to other passages in Hur’s report which acknowledge that there isn’t sufficient evidence to bring a successful case, regardless of how well Biden remembered certain events. “When he served as vice president and when the Afghanistan documents were found in Mr. Biden’s Delaware garage in 2022, his possession of them in his Delaware home was not a basis for prosecution because as vice president and president, he had authority to keep classified documents in his home,” the report notes. It goes on to say that a criminal case would have had to rely on “Biden’s possession of the Afghanistan documents in his Virginia home in February 2017, when he was a private citizen and when he told his ghostwriter he had just found classified material.” But even there, the report adds, a “viable defense is that Mr. Biden might not have retained the classified Afghanistan documents in his Virginia home at all. They could have been stored, by mistake and without his knowledge, at his Delaware home since the time he was vice president, as were other classified documents recovered during our investigation.”

The Biden team could have emphasized these points and moved on. Instead, it summoned reporters at short notice to the White House Diplomatic Reception Room, where the President spoke for about four minutes, then took questions from reporters. He was clearly seething at Hur’s report, particularly its suggestion—absurd on its face to anybody who has followed his career and life story—that he couldn’t remember when his son Beau died. According to the Washington Post , he spoke without a teleprompter. If he had any notes, he didn’t appear to refer to them. His voice was animated, and he certainly didn’t have any trouble getting his message across. He said, “I’m well-meaning and I’m an elderly man and I know what the hell I’m doing. . . . My memory is fine. Take a look at what I’ve done since I’ve become President.” He vented about Hur’s report. He directed some of his ire at the assembled members of the White House press corps, especially when Peter Doocy, of Fox News, asked how bad Biden’s memory is and if he could continue as President. “My memory is so bad I let you speak,” the President fired back.

After about five minutes of back and forth, Biden started to walk away, but he returned to the podium to answer a question that had been shouted at him about Gaza. At this point, he made some news by saying that he believed the Israeli military response to the October 7th terrorist attack by Hamas was “over the top”—a sharp escalation of his criticism of Israel. In going on with his answer and explaining how he had made extensive efforts to get humanitarian relief into Gaza, he mistakenly referred to the Egyptian President, Abdel Fattah el-Sisi, as the President of Mexico. In the grand scheme of things, it was a minor slip, but it came at a bad moment, delighting his opponents, and dismaying some Democrats who are concerned that his age could prove a fatal handicap in November.

Within minutes, Republican politicians and pundits were crowing on cable news and the Internet. Representative Elise Stefanik, of New York, told CNN that the White House press conference had been “disastrous” and that Trump was going to win in November. Meanwhile, Democrats pointed out that, as recently as Sunday, Mike Johnson, the Republican Speaker of the House, referred to Israel as its enemy Iran in a television interview, and that Trump recently described the Hungarian strongman Viktor Orbán as “President of Turkey.” Last month, Trump repeatedly referred to Nancy Pelosi as Nikki Haley, saying that Haley had been in charge of Capitol Hill security on January 6, 2021, the day his supporters attacked the Capitol building.

With the two major candidates set to be an aggregate age of a hundred and fifty-nine on Election Day—Biden will be eighty-one, Trump will be seventy-eight—age was always going to be a factor in the campaign. In the coming days, the White House will surely batten down the hatches and try to refocus attention on Biden’s record, which will be a challenge. On Friday morning, the New York Times , the Wall Street Journal , and the Washington Post all led their home pages with stories about the President’s age and memory.

Republicans, despite Trump’s age and frequent gaffes, are all in on the claim that Biden isn’t fit for office. Of course, they are eager to deflect attention from their own candidate’s weaknesses, including the fundamental fact that he stands accused of conspiring against the United States in his concerted effort to overturn the result of 2020 election. Moreover, some recent developments have moved in Biden’s favor. The Republican leadership’s decision to torpedo a bipartisan deal on strengthening border security robs them of the opportunity to pin chaos at the border entirely on him; the House G.O.P.’s effort to tar him with the actions of his son Hunter haven’t succeeded; the economy is powering ahead; economic sentiment is improving; and the stock market is doing so well that Trump is trying to claim credit for it. The next time Biden holds a press conference, he’d be well advised to focus on some of these things. ♦

All eyes are on Nvidia as it is scheduled to report its fourth-quarter earnings results on Wednesday after the market close.

Nvidia has spearheaded the excitement seen in artificial intelligence technologies, and investors will look to the company's results to see if the hype can continue. 

Wall Street analysts are laser focused on the company's demand outlook for its AI-enabled H100 GPU chips, which can sell for upwards of $40,000, as well as its planned product roadmap over the next year.

Here are the quarterly figures Wall Street expects from Nvidia, according to data from Bloomberg:

  • Revenue: $20.41 billion
  • GAAP earnings per share: $4.23
  • Adjusted earnings per share: $4.60
  • Gross margin: 75.4%

While Nvidia has seen incredible demand for its chips from cloud hyperscalers like Microsoft and Amazon , regulatory hurdles have curtailed its ability to sell chips to China, which made up about 20% of its total revenue last year.

Driving much of the strength in Nvidia's business has been its exposure to data-centers. Investors will be looking to see just how much demand could be left for the data-center market, and whether Nvidia has lost any market share to its competitors like AMD .

Here's what Wall Street analysts are saying about Nvidia's upcoming earnings report.

1. Wedbush: 'Get the popcorn ready'

Wedbush analyst Dan Ives said in a note on Monday that Nvidia's quarterly results and outlook will hinge on enterprise spending.

"The AI revolution starts with Nvidia and in our view the AI party is just getting started," Ives said.

"While the Street across the board is anticipating another major 'beat and raise' special from Jensen & Co. its all about the pace of data center AI driven spending as the only game in town for GPUs to run generative AI applications all go through Nvidia. We believe peak spending is still ahead for the AI market as many enterprises head down the AI use case path over the next few years and we are expecting more good news from the Godfather of AI this week," Ives said.

"We are laser focused on what the trajectory of GPU orders and demand flow looks like from enterprises," Ives said.

2. Bank of America: 'Notable but measured beat'

Bank of America expects Nvidia to modestly beat analyst expectations on Wednesday, but not by the margins it has in the past.

The bank said Nvidia could beat earnings by 3% and raise its outlook by 5%, which would be significantly lower than the company's prior earnings beat of 10% and guidance boost of 22%. 

"The more measured pace will also be seen as creating more fertile ground for continued growth in CY25 and beyond," Bank of America said. 

The bank expects investors' focus on Nvidia after earnings will be its product roadmap, which could be showcased at its GPU Tech Conference in mid-March.

Bank of America rates Nvidia at "Buy" and calls it a "Top Pick" with a $800 price target.

Bloomberg Intelligence: 'Nvidia to maintain stronghold in data-center market'

Bloomberg Intelligence associate Oscar Tejada said in a Friday note that Nvidia will likely impress investors on Wednesday.

"With supply visibility for Nvidia's GPUs improving, yet still behind demand, and appetite for generative AI not slowing, Nvidia will likely report another solid 4Q, with a positive outlook toward 2025," Tejada said.

But another double-digit beat and raise from Nvidia is unlikely amid rising supply of Nvidia's GPUs and shortened lead times for its customers.

"Nvidia's focus on securing more supply and diversifying into Enterprise and Sovereign projects should reaffirm continued demand through 2025. Also, hyperscale cloud service providers like Meta and Microsoft continue to invest in AI-powered data centers, despite proprietary chip projects," Tejada said.

This was not the speech she expected to give, at least not on this day. Yulia Navalnaya had come to a gathering of world leaders in Munich to press them to remember her imprisoned husband and her troubled country.

And then just as the conference opened on Friday morning came word from Russian state media that her husband, the crusading, defiant dissident Aleksei A. Navalny, was dead in one of President Vladimir V. Putin’s prisons.

By her own admission, her first thought was to fly away, to join her grown children to mourn in private a man who had already survived a horrific poisoning and years behind bars . But before she did, she decided she had to speak out. Because he would have wanted her to.

Ms. Navalnaya stunned the presidents, prime ministers, diplomats and generals at the Munich Security Conference when she strode into the hall on Friday afternoon, took the stage and delivered an unflinching condemnation of Mr. Putin, vowing that he and his circle would be brought to justice. Her dramatic appearance electrified a conference already consumed with the threat posed by a revanchist Russia .

“I don’t know whether to believe the news or not, the awful news that we receive only from government sources in Russia,” she told the high-powered audience, which hung on her every word. “We cannot believe Putin and Putin’s government. They’re always lying.”

“But if this is true,” she went on, speaking in Russian, “I want Putin and everyone around him, Putin’s friends, his government, to know that they will bear responsibility for what they have done to our country, to my family and to my husband. And this day will come very soon.”

“And I want to call on the world community,” she continued, “everyone in this room and people around the world to come together to defeat this evil, defeat this horrible regime that is now in Russia.”

Ms. Navalnaya spoke clearly and calmly, with no notes but remarkable composure, her face etched with evident pain. Standing at the lectern, she clasped her hands in front of her and stared straight ahead as if willing herself to focus on her message. She was dressed in the professional pantsuit she had brought for what she thought would be a couple of days of lobbying, her hair pulled back, her makeup perfect. She appeared determined to show no weakness.

She spoke for just two minutes, but it captivated the audience, which included Vice President Kamala Harris sitting in the front row and Secretary of State Antony J. Blinken up in the balcony. The crowd rose to its feet to give her an emotional standing ovation, and Representative Nancy Pelosi, the former House speaker, reached out as Ms. Navalnaya left the stage to kiss her as a couple of senators looked on.

“On what must be the worst day of her life, she was so strong, and a reminder that Russians who believe in freedom will continue to fight for as long as it takes to hold Putin accountable for his barbaric crimes,” Michael A. McFaul, a former ambassador to Russia, said of Ms. Navalnaya after her speech.

In the annals of international meetings, it would be hard to remember a more riveting moment, when the careful choreography and scripted speeches laden with diplomatic jargon fall to the wayside as life-or-death questions play out in such personal fashion. The leaders gathered in Munich were already consumed about what to do about Russia, but the news added fresh urgency to the conversations.

Ms. Harris had come to give a speech about the dangers of going soft on Russia at a time when House Republicans are blocking aid to Ukraine and former President Donald J. Trump is boasting that he would “encourage” Russia to attack NATO allies that do not spend enough on their own militaries.

In the minutes before her address, she and her staff heard the news about Mr. Navalny, scrambled to learn what they could and quickly updated her text to reflect outrage.

“If confirmed, this would be a further sign of Putin’s brutality,” she told the conference, words later echoed by President Biden back in Washington . “Whatever story they tell, let us be clear: Russia is responsible.”

She went on to deliver the message she had hoped to impart, that the United States remains committed to its allies and to American leadership in the world. Without naming him, she castigated Mr. Trump for seeking “to isolate ourselves from the world,” “to embrace dictators and adopt their repressive tactics” and to “abandon commitments to our allies.”

“Let me be clear,” she said. “That worldview is dangerous, destabilizing and, indeed, shortsighted. That view would weaken America and would undermine global stability and undermine global prosperity.”

Afterward, Ms. Harris and Mr. Blinken each met separately with Ms. Navalnaya to express their condolences and commitment.

Ms. Navalnaya had come to Munich along with Leonid Volkov, her husband’s longtime chief of staff, to keep world leaders focused on her husband’s case and the clampdown on dissent by Mr. Putin’s government. She mingled on Thursday evening with conference attendees, seeing them at dinner and describing how conditions had worsened for her husband since they transferred him to a different prison in the Arctic .

“He had hardly any contact with other people,” Mr. McFaul said she told him. “His outdoor walking space was actually just another cell adjacent to him with no roof. They limited severely what he could read and piped in Putin speeches on a radio channel that had only one channel. It sounded like horrific torture.”

Over the years, many Russians hoped that Ms. Navalnaya might step in to become an alternative leading figure in the opposition. While fiercely outspoken in defending her husband and criticizing the many forms of oppression that he faced, however, she has never ventured directly into opposition politics — and rarely took to a podium as she did in Munich.

During Mr. Navalny’s time in Germany, where he was treated after his poisoning in 2020, she remained private, posting only occasional photos of the two of them together during his treatment and recovery, but never speaking publicly.

She became familiar to tens of millions around the world last year, however, when she appeared at the Academy Awards ceremony , where the documentary “Navalny” won an Oscar. In an interview afterward with Der Spiegel , the German news outlet, she expressed worry for her husband’s health in prison and lamented that she might never get to see him in person again.

“We all understand that it is Putin personally who is keeping Aleksei in prison,” she said then, “and as long as he stays in power, it is hard to imagine that Aleksei will be released.”

Mr. Navalny had continued to post on social media from prison by passing messages to his visiting lawyers. His most recent Instagram post was on Wednesday — Valentine’s Day — and it was a message to Yulia: We may be separated by “blue blizzards and thousands of kilometers,” he wrote, “but I feel that you are near me every second, and I keep loving you even more.”
