What's an "IRS TREAS 310" tax refund?

Did the irs issue a refund for unemployment benefits, you might receive other random deposits from the irs..

Tax season is in full swing, and many early filers have already received their tax refunds . However, how these appear on your bank statement can be confusing. For example, you might have received a deposit listed as "IRS TREAS 310" but may not know what it means.

When you file your income tax return, you estimate the refund (if any) due from the IRS to you. However, in some cases, the amount might be lower or higher than your calculations. About 75 percent of U.S. filers get an annual tax refund from the IRS, and according to the agency, the average 2022 tax refund was $3,121. As of Feb. 2, 2023, the IRS had already sent out more than $15 billion in tax refunds .

The "310" code refers to a transaction of a refund from a filed tax return in the form of a direct deposit. "IRS TREAS 310" is a normal automated clearing house (ACH) direct deposit refund from a filed tax return . Along with the 310 code, the IRS payment will include a description that differs depending on the payment type. The codes could be one of the following:

  • "IRS TREAS 310 TAX REF"
  • "IRS TREAS 310 TAXEIP3"
  • "IRS TREAS 310 CHILDCTC"

A direct deposit with "TAX REF" is basically a refund from a filed return, including amended tax returns or IRS tax adjustments. The other two codes refer to economic impact payments and advance payments of child tax credits, respectively.

The American Rescue Plan Act provided relief on federal tax on up to $10,200 of unemployment benefits a taxpayer collected in 2020. Usually, unemployment benefits are taxable, but the act waived the tax due to the COVID-19 pandemic. As most people eligible for the break filed their tax returns before the act came into effect, the IRS had to issue special tax refunds to eligible taxpayers.

The payments by the IRS started in May 2020 and continued thereafter. According to a Jan. 3, 2023, IRS press release , the agency has completed corrections of the 2020 tax year for those who overpaid taxes on the unemployment benefits they received.

The agency noted that it had to correct about 14 million returns, which resulted in roughly 12 million refunds being issued. The total amount refunded to those who overpaid taxes on unemployment benefits was $14.8 billion and the average refund was around $1,200.

A deposit labeled "IRS TREAS 310" isn't the only thing that has been leaving taxpayers scouring the internet for answers. There are plenty of other types of deposits taxpayers have received that have them questioning what it is and why they received it. For example, some taxpayers received a deposit from TPG Products.

TPG Products , an abbreviation for Santa Barbara Tax Products Group, is a company is known for processing tax refunds for those who opt to have their tax filing fees deducted from their refund. So, if you received a deposit from TPG Products, it's likely the remainder of your tax refund.

But, if you believe you received a tax refund out of error, you can simply repay the amount to the IRS. However, it's advisable that you contact the agency first before assuming it isn't money you are owed. The IRS works under strict rules and guidelines, but it does make mistakes. And sometimes, those mistakes, such as failing to issue a refund for a credit you were entitled to, may work in your favor.

A Quick and Concise Outline of the CHINS Process in Indiana

A quick look at chins cases:.

One of the scariest and most overwhelming things a parent can experience is when the State of Indiana decides to file a CHINS (Child In Need of Services) petition against them. The reason it can be so overwhelming is once the Court interjects themselves into the nuclear family through a CHINS petition, they effectively take complete control over all parenting decisions and all children in the family. When it happens, parents can essentially lose all control to make any and all decisions on how the rearing of their children should work. The Court can take children away, place them in foster care, require supervised visitation, mandate parents partake in a handful of hundreds of parenting programs available, etc. And, if CHINS is established, the only way to get the State out of your life is to do EVERYTHING they ask of you – to a “T.” If you don’t, the process drags out, can last months, if not years (in the worst case scenarios), and the State maintains complete control over your family unit.

Because so much is at stake, it’s essential that any parent, guardian, or custodian have a complete and total understanding of how the CHINS process works. Though this blog contains tons of useful information, almost always, without fail, it makes sense to have an attorney represent you through any CHINS matter and explain the concepts contained herein in more detail. Nevertheless, we thought it would be help to give a quick and concise overview of how CHINS is established, what happens if it is, and what the Courts can, may, and will do as part of the proceedings.

  • CHINS = “Child in Need of Services” and the child is “neglected or abused” and is not getting the care they should
  • Child: Has to be a person under 18 years of age or 18, 19, or 20 with a prior CHINS case
  • Parent: biological or adoptive and includes both parents regardless of marital status
  • Standard of Proof : a preponderance of the evidence (a.k.a. more probable than not)
  • Can be filed: (1) in county where child lives, (2) where the act occurred, and/or (3) where the condition exists
  • Child Neglect
  • Child Physical Abuse
  • Child Sexual Abuse as Victim
  • Parent’s Allowance of Child’s Obscene Performance
  • Parent Allowance of Child’s Sexual Offenses
  • Child Endangerment or Self or Others
  • Parent’s Failure to Participate in School’s Disciplinary Proceedings
  • Missing Child
  • Child Has Fetal Alcohol Syndrome or Drugs in System
  • Child Has Injury, Abnormal Developmental Delay, or Condition Caused by Mother’s Alcohol or Drug Abuse
  • “Reason to Believe” Report comes in with “evidence that, if presented to individuals of similar background and training, would cause the individuals to believe that a child was abused or neglected.”
  • DCS starts a thorough child protection assessment of every report made and a written report is generated (a.k.a. a 310 report) no later than 24 hours from the report
  • DCS assigns a Family Case Manager and conducts visits and interviews of the child, siblings, parents, and others
  • A forensic interview may also be conducted
  • A determination is made as to if the report was (1) substantiated, IC 31-9-2-123 or (2) unsubstantiated, IC 31-9-132
  • The report is indexed in the Child Protection Index
  • The Case Manager will offer services to the parents and develop a Safety Plan
  • The Case Manager has the option to open a CHINS or not. If a CHINS is requested, a DCS attorney will file a CHINS petition.
  • A Case Manager can also offer an informal adjustment whereby programs are offered to remedy the CHINS concerns. If the court approves it, the kids stay with the parents
  • There is a determination as to if both parents are offenders or if one of the parties is a non-offender.
  • Initiator: DCS or Prosecuting attorney files it
  • Contents: Must include facts about the neglect or abuse
  • Standard: Court must find probable cause to believe CHINS exists for it to be filed
  • Right to a Detention Hearing within 48 hours if child is removed
  • Right to an Attorney (one can be appointed if you cannot afford one), Present Witnesses, and Cross Examine Witnesses
  • Right against self-incrimination and/or that any statements can be used against them
  • Right to Request a Case Review by the county Child Protection Team
  • Admission: there will be a dispositional hearing set in 30 days
  • Denial: there will be a fact-finding hearing/trial (always a bench trial, never a jury trial) set by the court
  • There is an Appointment of Guardian ad Litem (GAL) or Court Appointed Special Advocate (CASA)
  • The court will inform the parties of the possible dispositional alternatives, parental obligations and/or costs if CHINS is found
  • When: Must be held within 48 hours of removal of children
  • Why: This is only held if child has been taken from the parents. If so, it’s held at the same time as the initial hearing.
  • Purpose: Temporary placement is determined
  • Detention is necessary for the child’s protection,
  • The child is unlikely to reappear at court,
  • The child has a reasonable basis for asking not to be released,
  • The parent, guardian, or custodian cannot be located or is unable to take custody, and/or
  • Services cannot provide adequate safety
  • The child has been injured;
  • Had custody, control, or care of the child or
  • Had a legal responsibility to do so
  • The injury would not ordinarily have occurred except for an omission by the parent or a particular act
  • There is “reasonable probability” the injury was not accidental
  • Standard of Proof: preponderance of the evidence (a.k.a. more probable than not)
  • Consideration: while it’s important that the DCS attorney prove what was alleged, but consideration should also be given to the current state of affairs as well
  • Prior 404 Character Evidence Admissible: a court may consider a parties prior acts causing injury or neglect to a child to prove intent, knowledge, absence of mistake, identification, common scheme, or plan in the underlying CHINS
  • Child Hearsay Admissible: in limited circumstances a child’s statements (meaning a child under 14 or a child under 18 with a disability) may be admissible in limited circumstances.
  • Predispositional Report: prior to the hearing, DCS must generate a predispositional report including their recommendations for treatments, services, etc. However, all recommendations must suggest the “least restrictive” means necessary.
  • Purpose: for court to determine child placement, parental participation, services required by parent and for the child, visitation, protective orders, and child support payments to reimburse DCS.
  • Appeals Process is governed by IC 31-32-15-1
  • Supervision of child by DCS
  • Outpatient treatment of child
  • Removal of child from parents and placing child in foster care, etc., with a plan for visitation
  • Award wardship to DCS (see IC 31-9-2-134.5)
  • Full or partial child emancipation
  • Order parents, custodians, or guardians to complete programs/services recommended by DCS
  • Issue protective/no contact orders
  • Dispositional Modification hearings : these can also be requested by the parties or can be agreed to by the parties.
  • Notice: IC 31-34-21-4(a) states at least 7 days prior to every review hearing, DCS must provide a written progress report with an update on the status of the case
  • Rights of the Parties: IC 31-34-21-4(d) states that interested parties may: be heard at the hearing, provide a written statement, the right to present oral testimony, and the right to cross examine witnesses
  • Courts Role: the court uses these hearings to get an update of the case and to determine how well the parties are complying with the recommendations, how rehabilitation is going, and if CHINS needs to continue. If the court determines that CHINS is no longer necessary, a permanency hearing can be requested and/or the parents discharged.
  • Purpose: a permanency hearing is to finalize a long-term plan for permanent placement of the child.
  • Notice: 7 days’ notice is required to be given to all relevant parties.
  • Hearsay allowed: so long as the information is probative, it’s allowed
  • So long as the parents comply, the CHINS can end
  • A termination hearing can be held — in other words, the State can try to terminate parental rights of a parent…effectively ending the legal relationship between parent and child.

RESNET / ACCA Standard 310 is HERE!

Several years ago, Residential Energy Services Network (RESNET) and ACCA began discussions about how the Home Energy Rating System (HERS) Index should reflect the installation of the largest energy-using appliance in homes across America, the HVAC system. Three years ago, RESNET formed a working group to draft the standard, which is now an American National Standard! Download RESNET/ACCA Standard 310-2020 “Standard for Grading the Installation of HVAC Systems” now.

What Is in RESNET / ACCA Standard 310?

The standard outlines five separate tasks that can be performed by the HVAC professional or a HERS Rater. These tasks evaluate and grade aspects of the HVAC system’s installation and performance. These tasks are non-intrusive or have minimal impact (make a hole for a static pressure probe). HVAC professionals would use the Independent Verification Report process outlined in the standard.

What Does Standard 310 Do?

Standard 310 provides the guidance to collect the data that is factored into lowering the HERS or ERI score. The closer your installation comes to compliance with the standard, the better the HERS or ERI score will be.

This standard focuses on forced-air cooling and heat pump heating. Therefore, climates, which are cooling dominant or regions that use heat pumps, will see a better opportunity to improve their HERS Index / ERI scores. Climates with short cooling seasons will see less impact on their score since there is less time spent cooling (or heat pump heating).

What Does Standard 310 Require?

The standard’s five tasks consist of two prerequisite tasks that must be passed before the process can continue, and three functional tests that directly contribute to a better HERS / ERI score.

  • Prerequisite: HVAC System Design – Ensure the dwelling’s attributes are correctly modeled, and ensure the dwelling was built per the design. This looks at key contributors to the homes heat loss/gain, and confirms those elements are present as specified.
  • Prerequisite: Total Duct Leakage – confirm that the duct system is tight. Leaky ducts could mask problems that exhibit low static pressure and low fan watt draw. However, the conditioned air could be leaking into unconditioned space where it does not promote comfort.
  • Task: Airflow – Several different methods can be used to confirm that system airflow is within a tolerance of the design airflow.
  • Task: Fan Watt / Cfm – This metric is not cited in the ACCA 5 QI Standard at this time; however, this metric reflects the duct system’s efficiency. A fan that uses less energy to move the design airflow is more desirable than a fan that must draw heavily to turn the fan to achieve the same airflow.
  • Task: Refrigerant Charge – The Rater takes a series of temperature measurements indoors, outdoors, and at the refrigerant lines. Or proof the weigh-in method was used is also accepted.

What’s In It For Me

RESNET has heard from Homebuilders that if they demonstrate compliance with the standard, it will help them meet the qualifications to earn the 45L tax credits. ( To learn more about the 45L Tax Credit read this. ) This is the first potential financial incentive for home builders to hire HVAC professionals who will deliver quality installations. These incentives can earn the Homebuilder a $2,000 tax credit. This is not a tax deduction that reduces their tax bill slightly, but a tax credit that reduces what they owe (or increases what is owed to them). Builders who earn the credit would have a $2,000 incentive to hire an HVAC professional who delivers a quality installation. That is, an HVAC system that is properly designed, with commissioned equipment and a tight duct system.

Reporting Stolen, Lost, Damaged, or Destroyed Personal Property

TABLE OF CONTENTS

5.1 What is the purpose of this chapter? This chapter describes the U.S. Fish and Wildlife Service’s (Service) requirements and policies for managing, processing, documenting, and adjudicating the theft, loss, damage, or destruction of personal property.

5.2 What is the scope of this chapter? This chapter applies to all Service employees who use or have responsibilities for personal property the Service owns or leases.

5.3 What are the authorities for this chapter?

A. See 310 FW 1 for a list of authorities for all the chapters in Part 310.                  

B. For Departmental policy specific to this chapter, refer to Department of the Interior, Acquisition, Arts and Asset Policy (DOI-AAAP)-0111, Stolen, Lost, Damaged, or Destroyed DOI Personal Property and Technical Operating Procedures for Stolen, Lost, Damaged, or Destroyed DOI Personal Property (the link to Technical Operating Procedures is embedded in DOI-AAAP-0111) .

REPORT OF SURVEY

5.4 What is a Report of Survey? Form DI-103 is a Report of Survey. It:

A. Documents the circumstances concerning Government personal property that is stolen, lost, damaged, or destroyed;

B. Serves as or supports a voucher for adjusting the property from accountable records;

C. Documents a charge of financial liability assessed against an individual or entity;

D. Documents the destruction of firearms;

E. Establishes requirements for investigating, reporting findings, and making determinations for the relief of accountability; and

F. Records the results of findings when there is a discrepancy during a personal property inventory.

5.5 When is a Report of Survey required?

A. A Report of Survey is required for:

(1) The loss, theft, damage, or destruction of personal property and any pattern of unacceptable losses of low value property;

(2) All incidents involving lost or stolen firearms, including museum firearms and less lethal weapons such as Conducted Electrical Weapons (e.g., TASER devices);

(3) Incidents involving theft, ongoing unauthorized use, or vandalism of personal property;

(4) Incidents involving lost or stolen laptops or desktop computers, tablets, and notebooks;

(5) Incidents of personal property irregularities or any pattern of unacceptable losses of low value property (see 310 FW 1 for definition of property irregularities);

(6) All incidents of stolen museum property; and

(7) Unserviceable firearms.

B. For incidents involving the theft, loss, damage, or destruction of personal property by a contractor or subcontractor, refer to 48 CFR 45.104 .

C. For motor vehicles, see 240 FW 7 and 320 FW 3 .

5.6 What additional reporting requirements are necessary for theft, ongoing unauthorized use, or vandalism of personal property?

A. Cognizant employees must immediately report stolen or vandalized personal property to their immediate supervisor, Custodial Property Officer (CPO), Accountable Property Officer (APO), and appropriate law enforcement personnel.

B. APOs must report incidents to:

(1) The local law enforcement agency with jurisdiction within 24 hours (required only if law enforcement personnel were not previously notified),

(2) Personal Property Team,

(3) Service space and facility manager, and

(4) General Services Administration (GSA) facility manager (for GSA-owned or leased facilities).

C. Suspected or alleged fraud, waste or abuse of personal property should also be reported immediately as required by 409 FW 1 , Reporting Allegations of Waste, Fraud, Abuse, or Mismanagement.

D. Incident information must include:

(1) A written statement from the employee responsible for the personal property item with a detailed description of the circumstances,

(2) Law enforcement or police reports,

(3) Witness statements, and

(4) Any other pertinent information, including available documentation about the asset.

E. Refer to Technical Operating Procedures for Stolen, Lost, Damaged, or Destroyed DOI Personal Property for more information about procedures for reporting stolen, vandalized, and unauthorized use of personal property.

5.7 Are there special reporting requirements for computers and mobile devices?

A. The APO must ensure incidents involving known lost or stolen laptops, desktop computers, and notebooks are reported to the Information Resources and Technology Management (IRTM) program and Service Computer Security Incident Response Team (CSIRT), Security Division within 24 hours (see IRTM Division of Cyber Security ). For lost or stolen equipment that may involve Personally Identifiable Information (PII), such as an unencrypted laptop, the incident must be reported within 1 hour.

B.   Employees must report a lost or stolen mobile device (i.e., smartphones and tablets) to their supervisor, Regional/Headquarters Chief Technology Officer, and IRTM Help Desk within 24 hours of the event (see 272 FW 3 ).

BOARD OF SURVEY

5.8 What is a Board of Survey?

A. Service Regional Directors and the Assistant Director – Management and Administration (for Headquarters) must maintain a standing committee, known as the Board of Survey, that determines liability and financial restitution for personal property gross negligence within the responsible cost centers. Gross negligence is defined in DOI-AAAP-0111, Stolen, Lost, Damaged, or Destroyed DOI Personal Property and Technical Operating Procedures for Stolen, Lost, Damaged, or Destroyed DOI Personal Property. See section 5.11 for information on how members are appointed. The board:

(1) Reviews and investigates all circumstances surrounding lost, stolen, damaged, or destruction of Government property;

(2) Makes impartial decisions concerning the disposition of the property;

(3) If appropriate, determines financial liability for the employee for the lost, stolen, or damaged property;

(4) Investigates actions that the APO has determined are gross negligence; and

(5) Completes the Form DI-103 by documenting investigations and determinations about the disposition of the property and financial liability regarding its loss, damage, or destruction.

B. Refer to Technical Operating Procedures for Stolen, Lost, Damaged, or Destroyed DOI Personal Property for more information about Board of Survey procedures for stolen, lost, damaged, or destroyed personal property, and 48 CFR 45.104 for incidents involving the theft, loss, damage, or destruction of personal property by a contractor or subcontractor.

5.9 When is a Board of Survey required? The Board of Survey is required to convene when:

A. The APO determines there is gross negligence. The APO makes this determination based on the circumstances and the decision guide in Section 1 of Technical Operating Procedures for Stolen, Lost, Damaged, or Destroyed DOI Personal Property ;

B. Incidents occur involving lost or stolen sensitive personal property (e.g., firearms, museum firearms, and computers); and

C. Unserviceable firearms require destruction.

5.10 How does an APO determine the level of negligence? After an individual has communicated that personal property was stolen, lost, damaged, or destroyed, the APO should use the information in Technical Operating Procedures for Stolen, Lost, Damaged, or Destroyed DOI Personal Property and this chapter to take action, depending on negligence.

A. We categorize the levels of negligence as follows:

(1) No negligence:  Level of care that a reasonable person would have exercised occurred under the circumstances of the theft, loss, destruction, or damage of property.

(2) Simple negligence:

     (a) The absence of due care—by an act or omission of a person—lacking the degree of care for the property a reasonably prudent person would have taken under similar circumstances to avoid theft, loss, damage, or destruction to the property.

     (b) An unreasonable act—or an unreasonable failure to act—resulting in stolen, lost, damaged, or destroyed personal property. To be unreasonable, the evidence must show a typical person of similar experience and relationship to the property would have acted differently as a matter of common sense.

(3) Gross negligence:

      (a) An act or omission that constitutes a wanton and reckless or deliberate disregard for a foreseeable theft, loss, damage, or destruction of personal property.

     (b) Misconduct in accordance with 370 DM 752 , Appendix B - Table of Offenses and Penalties, which lists common infractions and a suggested range of penalties for each .

(4) Property irregularity and gross negligence:

      (a) Repetitive loss of a particular type of personal property or recurring losses at a given location;

     (b) Losses of a suspicious nature;

     (c) Evidence of serious misconduct or irregularity (i.e., fraud, falsification of records); or

     (d) Known, suspected, or alleged fraud, waste, abuse, or misappropriation of personal property.

B. The APO must prepare a “Determination of Personal Property Negligence,” (see Exhibit 1 ), and give it to the liable individual.

5.11 How are Board of Survey members appointed? Board members:

A. The Regional Directors or Assistant Director – Management and Administration (for Headquarters) appoint members in writing (see Exhibit 2 for a template memorandum) to serve a minimum term of 1 year and no longer than 3 years. These officials also determine the composition and number of Boards of Survey needed based on geographical efficiency.

B. Boards must be comprised of at least three representatives from different programs and an alternate. One of the members serves as the designated chairperson (elected by Board members).

C. Members must not include an APO or an employee with property management administration responsibilities.

(1) Personal Property Specialists may participate as non-voting members in an advisory capacity only.

(2) If a Board member is the responsible employee or their supervisor, the Board member must be recused from the process, and the appointed alternate must vote on the Report of Survey.

5.12 What actions must a Board of Survey take when an APO submits a Report of Survey?

A. The Board of Survey must conduct a complete and thorough investigation by:

(1) Examining and verifying all evidence presented and developed (see Exhibit 3 for a template memorandum the Board can use to collect information from employees);

(2) Documenting findings;

(3) Making written recommendations for disposition of property and other actions;

(4) Determining whether employees have committed no, simple, or gross negligence:

     (a) Confirm the APO’s negligence determination, or

     (b) Re-characterize the negligence determination;

(5) Arriving at findings regarding financial liability and noting them on Form DI-103 ;

(6) Preparing a memorandum to the liable party explaining financial liability and communicating the right to appeal (see Exhibit 4 ); and

(7) Sending the Report of Survey documents to the reviewing authority.

B. Refer to Technical Operating Procedures for Stolen, Lost, Damaged, or Destroyed DOI Personal Property for more information on Board of Survey actions, roles, and responsibilities.

5.13 Who is the Board of Survey reviewing authority and what actions must they take?

A. The Joint Administrative Operations (JAO) Division Chief, Acquisition, Property, and Project Management is the reviewing authority.

B. The reviewing authority must not be a member of the Board of Survey that acted in the case under consideration or the APO of the property being surveyed.

C. If the Board of Survey is for property under the Division Chief’s authority, the reviewing authority would be the JAO Division Chief, Acquisition and Property Operations.

D. When in disagreement with the Board of Survey's findings and determinations, the reviewing authority prepares a written statement that describes the reasons for the disagreement and gives it to the Regional Director or the Assistant Director – Management and Administration (for Headquarters) to resolve.

5.14 May an employee appeal a Board of Survey finding?

A. If the APO determines gross negligence and the designated Board of Survey determines the liable individual is also financially liable, the employee may appeal the decision. This appeal process does not apply to contractors.

B. Refer to Table 4-3, Liable Individual Appeal Process, in Technical Operating Procedures for Stolen, Lost, Damaged, or Destroyed DOI Personal Property , for details about the appeal process.

5.15 How does the Service handle unserviceable firearms? To destroy firearms that are unserviceable, the APO must:

A. Complete a Form DI-103 , Report of Survey, and send it to the Personal Property Team to coordinate approval through the Board of Survey. Upon approval:

(1) The APO must make the firearm totally inoperable by smelting, crushing, cutting, breaking, or deforming (the scrap may be sent for scrap/recycling after destruction); and

(2) Have another Service employee witness the destruction, sign the Form DI-103 , and take photos as evidence of the destruction.

B. Send all documentation to the Personal Property Team who will remove the system-controlled property from the Financial and Business Management System (FBMS).

In recent weeks millions of Americans will have noticed a new payment in their bank accounts, with a transaction listed simply as IRS TREAS 310 . Although not everyone receiving the payments will have been aware that they were coming, this code refers to IRS tax refunds .

The ‘310’ identifies the payment as a tax refund and the source of the payment is pretty clear. Typically you would have to claim for a tax refund when completing your annual filing to receive a tax refund, but a new clause included in the recent stimulus bill has opened it up for many more people this year.

Unemployment benefits for 2020 are now tax-free

The American Rescue Plan comprised a whopping $1.9 trillion of federal funding when it was signed into law in March and included a huge variety of programmes. One little-known provision made the first $10,200 of unemployment benefits received during 2020 completely tax-free , which is the source of many of the IRS TREAS 310 payments.

Because the American Rescue Plan was not passed until March , millions of unemployment benefits recipients had already completed their tax filing by that point. This means that they will have mistakenly paid tax on the jobless support.

How many people will receive an IRS TREAS 310 payment?

The pandemic has had a catastrophic effect on the American economy over the last 15 months with unemployment peaking at 14.8% in April 2020 . Since then the US jobs market has gradually started to recover but unemployment was still at 6.7% by the end of 2020.

This has meant that a huge number of people have had to rely on unemployment benefits at some point, and therefore the number eligible for the unemployment benefits tax refund, is huge. A recent statement from the IRS said they have identified 13 million taxpayers who are eligible for a payment.

On 4 June the tax authority confirmed that a batch of more than 2.8 million refunds had been sent out to those who had overpaid tax on their unemployment benefits. The latest report said that the next set of refunds is due to be distributed in mid-June , meaning that it is likely to arrive soon.

McKinsey-led think tank’s relationship with China set stage for heightened US tensions: report

A think tank led by consulting giant McKinsey & Company recommended China push foreign companies out of sensitive industries as part of a project for the Communist regime nearly a decade ago — setting the stage for increased tensions between Beijing and Washington, according to a stunning new report.

The think tank, the Urban China Initiative, produced a 310-page book in 2015 that suggested the central government secure the country’s position as a technological powerhouse and reduce its reliance on global tech imports, The Financial Times reported Friday.

Among the recommendations was the “Made in China 2025” policy, which advised the government to deepen cooperation between business and its military, according to a review of the work that has not previously been reported in western media obtained by FT.

The book, titled “Scientific and Technological Revolutions around the World,” featured a foreword by Lola Woetzel, one of McKinsey’s most senior staffers based at the firm’s Shanghai office.

Commissioned by the National Development and Reform Commission, the book formed part of the Chinese government’s research for its 13th Five-Year Plan, from 2016 to 2020.

In all, “Scientific and Technological Revolutions around the World” made 61 recommendations across 14 different technologies.

In her foreword, Woetzel wrote, according to FT: “Drawing on research of the McKinsey Global Institute and the Urban China Initiative, we hope this book provides useful input for the planning and development of China’s technology enterprises and government institutions. We believe there is great potential for China’s science and technology in the years to come!”

The government eventually adopted several of the policies, including the “Made in China 2025” strategy, which called for creating global market share targets for vital industries — including robotics, aerospace and new energy vehicles, FT reported.

The moves pushed then-President Donald Trump to launch a trade war against Beijing, ratcheting up tensions that continue to this day.

The New York-based firm shut down the think tank in 2021 and has attempted to minimize its tied to Beijing — as US lawmakers raised concerns that the consulting work conflicted with its contract with the US Department of Defense.

McKinsey’s global managing partner Bob Sternfels tried to dismiss those fears during a congressional hearing earlier this month,

“We do no work, and to the best of my knowledge never have, for the Chinese Communist party or for the central government in China,” Sternfels said.

“The vast majority of work that we do in China is for multinational companies. Many of those are US companies and private sector Chinese companies.”

The Post reached out to McKinsey for comment.

After the FT story broke, the consulting firm shared a statement on its website that it “stands by our prior statements regarding our work in China.”

It also insisted that the think tank “did not perform work on McKinsey’s behalf.”

Rather, the UCI “was a non-profit initiative co-founded in 2011 with Columbia University and Tsinghua University,” the company said.

Per FT’s report, McKinsey was part of the UCI’s launch more than a decade ago — during a different geopolitical climate — along with its university partners.

McKinsey partnered with Chinese public institution Tsinghua University in 2017 to launch the Digital Capability Center in Beijing, which was designed to “help companies harness the powerful emerging technological changes…that are disrupting industries across the world,” per a news release on McKinsey’s website.

McKinsey has made at least $450 million from its work for the Defense Department since 2008, FT reported, citing a government database.

According to an NBC investigation around the time McKinsey ditched the UCI, the global firm’s contracts with the federal government gave it a confidential, insider’s view of US military planning, intelligence and high-tech weapons programs.

However, McKinsey simultaneously had contracts with Chinese state-run businesses that supported Beijing’s naval buildup in the Pacific and played a key role in China’s global efforts to extend its influence, NBC reported.

Though McKinsey was never alleged or charged with damaging US national security, lawmakers criticized the firm for having opposing alliances with the US and China.
